DESCRIPTION: Under the general supervision of a Program Specialist 4 or other supervisory officer in a state department, institution or agency, or in a local jurisdiction, may directly supervise professional and/or technical staff engaged in program activities, or performs the more complex and sensitive professional, administrative and analytical work to promote the planning, operation, implementation, monitoring and evaluation of various programs and services administered by the Department of assignment; conducts the research and field work necessary to meet the needs of the appropriate state and/or local public or private agencies; does other related work.
SPECIFIC TO THE POSITION: Independently works on major or more complex projects; projects will consist of both Blue Acres and Green Acres acquisitions; conducts work required to purchase and preserve lands by the State, and to provide funding assistance to municipalities, counties, and eligible nonprofit applicants to acquire and develop lands utilizing Green Acres and Garden State Preservation Trust funds; conducts site inspections; prepares contracts and other legal documents between the State and private citizens, nonprofit organizations and local governments; work may include post-funding oversight including investigating issues regarding non-compliance with Green Acres rules.
REQUIREMENTS:
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree.
EXPERIENCE: Three (3) years of experience in planning,
monitory, coordinating, implement, modifying and/or evaluating agency programs
and services.
NOTE: Applicants who do not possess the
Bachelor's degree may substitute additional experience on a year-for-year
basis.

RESIDENCY: Pursuant to N.J.S.A. 52:14-7(L. 2011 Chapter 70), also known as the New Jersey First Act which became effective September 1, 2011, all persons newly hired by the NJDEP on or after that date shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. New Jersey state employees hired prior to September 1, 2011 who transfer from within the NJDEP or from another State of New Jersey appointing authority without a break in service greater than 7 days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act.
